Alright, now here come the Jutsu and Technique learning rules. This rules will be fairly simple, but can be a bit complicated so let me explain.
When learning a jutsu you will need to train to learn them, so first here are the ninja who need teachers to learn jutsu.
Canon Jutsu: Canon jutsus (The ones from the show with the exception of those from a unique clan such as the Uchiha) may only be attained through being taught the jutsu by a jounin sensei.
Custom/Clan Jutsu: The only way to learn jutsus other than that is by completing mission. After completing a mission, whether it is successful or not, as long as the character tried to complete it, they will get the benefits. For completing a mission, the character can learn a jutsu of the same rank as that mission.. For example, a character who attempts a B-rank mission can then learn a B-rank jutsu and so on for all other ranks.

Genin will need a sensei/teacher or training scroll to learn additional jutsu of B-Rank and higher.
Chuunin will need a sensei/teacher or scroll to learn jutsu A-Rank or higher.
All other Higher Ranks do not need a sensei or teacher to learn any jutsu. They just will need to train.
